Competence and Conduct Standard

The Competence and Conduct Standard is a legal requirement for social housing providers. It aims to make sure that housing services are delivered by people with the right skills, knowledge, experience and behaviours.

The standard supports safe, respectful and consistent services for residents. It also gives tenants a stronger voice in shaping and reviewing the standards they can expect from their housing services.

Our Housing Service Standards have been developed in consultation with tenants. It explains our approach to staff learning and development, performance and conduct as well as setting out how we expect our staff to carry out their roles and work with residents.

The qualification requirements mainly apply to relevant senior managers and leaders whose roles involve managing the delivery of housing management services. Not everyone working in Housing will need a new qualification. Existing qualifications and the responsibilities of each role will be reviewed before any training requirements are agreed.

What does this mean for tenants?

The standard is intended to help improve the quality and consistency of housing services you receive. It supports a knowledgeable, professional, and respectful workforce. So you can feel confident that staff have the skills and experience needed to support you.

It also reinforces the importance of listening to tenants, taking your views seriously and involving you in shaping the services you receive.

We’ll continue to keep tenants updated as this work progresses, as part of our commitment to providing a housing service that meets residents' needs and treats everyone fairly and with respect.
