If you've got experience of working as part of a team, have an eye for detail, you're not afraid to ask challenging questions and you're passionate about improving services for all our tenants and leaseholders - you could be just who we're looking for!

We're inviting applications from tenants and leaseholders to be part of a new Housing Assurance Board of management that's being set up to check we're doing a good job.

We know that many of you lead really busy lives, with a range of different commitments. The great thing about this new Board is that it won't take too much of your time, with most meetings taking place online around six times a year.

But less is definitely more when it comes to the Board as you'll be making a huge difference to the way we do things.

This is an unpaid role but you'll be given a laptop and expenses will be paid.

The Terms of Reference outlines the purpose of the Housing Assurance Board (HAB), what constitutes a quorum, the Board's monitoring responsibilities and what policies it will approve.

The responsibilities of the Board are set out to define strategic and operational responsibilities.

HAB purpose is to:

make sure that tenants and leaseholders experiences are noticed and acted on by Nottingham City Council
provide assurance to the Portfolio Holder for Housing that Nottingham City Council Housing Services is meeting the Regulatory Standards for Social Housing, in particular (but not restricted to) the Consumer Standards
oversee and monitor key Nottingham City Council Housing Services strategies, including relevant performance information
provide an effective evidence-based challenge to Nottingham City Council Housing Services

Strategic responsibilities:

Accountability

the HAB is accountable to the Portfolio Holder for Housing and will provide regular reports setting out its activity and impact
the Chair of the HAB will attend Housing Scrutiny Committee
the HAB will also act within the general governance guidelines as prescribed by Nottingham City Council and within the law

Decision making

decisions will be made by consensus at each meeting, providing the meeting is quorate
there will be occasions where decisions need to be made outside of meetings, and these will be made by alternative means

Membership and quorum

membership will be made of up of ten tenants and two leaseholders
members will be recruited using a transparent process designed to identify tenants and leaseholders with relevant skills and experience
the HAB may decide to co-opt additional members to support it in specialist areas, for a set time period
the HAB may decide, during its first year, to appoint an independent Chair who is neither a tenant or a leaseholder
the HAB will be quorate when five members are in attendance, not including any co-optees
individual membership will not extend beyond five years

Meetings

meetings will be held six times each year, every other month
ad hoc meetings can be called by arrangement with the Chair

Review

the HAB, including its terms of reference, will be reviewed and evaluated annually in relation to performance against its purpose
the review will be done by an external body, procured by Nottingham City Council
the Chair will carry out annual appraisals of all members
the Portfolio Holder for Housing will carry out an annual appraisal of the Chair

Operational responsibilities:

review operational performance every other month to make sure standards are being met. This includes:
- outcomes from Tenant Satisfaction Measures reporting
- complaints and learning from them
- operational key performance indicators
commission detailed tenant and leaseholder led scrutiny where standards are not being met
monitor completion of, and compliance with, any other improvement plans relating to services that tenants and leaseholders experience
review and approve new and reviewed strategies and policies, making sure that tenant and leaseholder experiences are being noticed and acted on
monitor the breadth of experiences being captured to make sure that 'non-vocalised' information is used in addition to the traditional methods of capturing experiences, and that experiences are representative of the demographic tenant and leaseholder base.
